{"id":1978,"date":"2017-02-03T19:49:51","date_gmt":"2017-02-03T19:49:51","guid":{"rendered":"http:\/\/somalicentral.com\/news\/?p=1978"},"modified":"2017-06-30T21:38:25","modified_gmt":"2017-06-30T21:38:25","slug":"somalia-famine-fears-prompt-un-call-for-immediate-and-massive-reaction","status":"publish","type":"post","link":"http:\/\/somalicentral.com\/news\/somalia-famine-fears-prompt-un-call-for-immediate-and-massive-reaction\/","title":{"rendered":"Somalia famine fears prompt UN call for &#8216;immediate and massive&#8217; reaction"},"content":{"rendered":"<p>Somalia is facing a \u201cvery real risk\u201d of famine, with more than 6 million people, half its population, facing acute food insecurity in the country, three UN agencies have warned.<\/p>\n<p>Humanitarian groups in Somalia cautioned there was a \u201csmall window\u201d to stop a <a href=\"https:\/\/www.theguardian.com\/global-development\/2013\/may\/02\/somalia-famine-worst-25-years\" data-link-name=\"in body link\">repeat of the 2011 famine<\/a>, when an estimated 260,000 people starved to death in the country after a slow response from donors.<\/p>\n<p>The projected speed of deterioration in a country gripped by severe drought, rising prices and forecasts of poor rains, together with the number of people at risk and the difficulties involved in reaching those affected, have led to a stark warning that an \u201cimmediate and massive\u201d response is needed to avert catastrophe.<\/p>\n<p>According to the latest findings, by the <a href=\"http:\/\/reliefweb.int\/organization\/fsnau\" data-link-name=\"in body link\">Food Security and Nutrition Analysis Unit<\/a>(FSNAU) in Somalia, almost 3 million people face crisis and emergency food insecurity, more than double the number six months ago. Crisis and emergency, a classification of the severity of food insecurity, is one step away from famine. About <a href=\"http:\/\/www.fsnau.org\/in-focus\/fsnau-fewsnet-technical-release-february-2017\" data-link-name=\"in body link\">363,000 acutely malnourished children need urgent treatment and nutrition support, including about 71,000<\/a> who are severely malnourished, according to FSNAU.<\/p>\n<p>Dick Trenchard, the Food and Agriculture Organisation representative in Somalia, said: \u201cThe latest report tells us that we risk famine in several areas of Somalia in the coming months. The warning could not be clearer and it could not be more stark. What worries most is the projected speed of deterioration, the scale \u2013 in terms of number of people at risk, the geography and the very real risk of a significant worsening.\u201d<\/p>\n<p>Trenchard, who was speaking on behalf of the FAO, the World Food Programme (WFP) and the UN children\u2019s agency Unicef, said the response must span prevention \u2013 particularly in rural areas where farmers can be given cash to keep their animals alive \u2013 mitigation measures such as nutrition, and health support.<\/p>\n<p>He urged international partners, Somali civil society and government to work together to \u201cavert catastrophe\u201d.<\/p>\n<aside class=\"auxiliary float left pullquote\">\n<blockquote><p>We have a small window to stop what happened in 2011 from happening again \u2013 but that window is quickly shutting<\/p>\n<footer><cite>Hassan Saadi Noor, Somalia country director, Save the Children<\/cite><\/footer>\n<\/blockquote>\n<\/aside>\n<p>&nbsp;<\/p>\n<p>Global hunger levels are at their highest for decades, with four countries \u2013 Nigeria, South Sudan, Yemen and Somalia \u2013 facing the risk of famine and <a href=\"http:\/\/www.fews.net\/global\/alert\/january-25-2017\" data-link-name=\"in body link\">70 million people in need of food aid<\/a>, according to the Famine Early Warning Systems Network, a US-based agency. Failed rains across parts of the Horn of Africa, following one of the strongest El Ni\u00f1o events on record, has led to a drought affecting Somalia, south-eastern Ethiopia and northern and eastern Kenya.<\/p>\n<p>Two seasons of <a href=\"http:\/\/reliefweb.int\/report\/somalia\/humanitarian-bulletin-somalia-november-2016-issued-28-november-2016)\" data-link-name=\"in body link\">failed rains in <\/a>Somalia have resulted in severe water shortages, <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;ved=0ahUKEwjv5oL84_PRAhVoIcAKHafLDqUQFggcMAA&amp;url=https%3A%2F%2Fdocs.unocha.org%2Fsites%2Fdms%2FSomalia%2FSHF-%243.2million_reserve_drought_FINAL.pdf&amp;usg=AFQjCNFTb-zswCw58839OKfu-9Q6ie0u2g&amp;sig2=-3T8UYyh3F8I09KLDoG-zQ&amp;cad=rja\" data-link-name=\"in body link\">tripling the price of a barrel of water<\/a> (200 litres) to $15. Three-quarters of the country\u2019s livestock has died and cereal production is down 75%, sending food prices through the roof. All of these are famine indicators, according to the WFP.<\/p>\n<p><a href=\"https:\/\/www.savethechildren.net\/article\/fears-grow-millions-children-somalia-risk-famine-looms\" data-link-name=\"in body link\">Save the Children warned<\/a> that millions of children in the country risked starvation or even death.<\/p>\n<p>Hassan Saadi Noor, director of Save the Children in Somalia, said: \u201cWith the spring rains expected to be much lower than average, we have a small window to stop what happened in 2011 from happening again \u2013 but that window is quickly shutting.<\/p>\n<p>\u201cFive years ago, more than a quarter of a million lives were needlessly lost, 130,000 of them children. We simply cannot have a repeat of that tragedy. The only way to prevent this devastating loss of life is for donors and international leaders to act now.\u201d<\/p>\n<p>The UN Office for the Coordination of Humanitarian Affairs is calling on the international community to provide $300m by April, while Save the Children said it requires $60m to reach 1.2 million Somalis affected by the crisis.<\/p>\n<p>Preliminary forecasts for poor \u201cdeyr\u201d or rains in Somalia in March-May, follows the failure of the last two rains, which may lead to a further deterioration in food security.<\/p>\n<p>Abdurahman Sharif, the director of Somalia NGO Consortium said: \u201cFood security is very bad in certain areas and we also have access limitations. A lot of people are concerned about the famine that happened in 2011. That hit southern central Somalia. Here we have a situation that has hit the whole of Somalia. One of the big failures of 2011 is we didn\u2019t act in time and we do not want to repeat those mistakes.<\/p>\n<p>\u201cThe very sad fact is that we have competing priorities. The situation in Yemen is very bad, Syria is bad. But we are asking NGOs, the UN, the donor agencies, to scale up their response.\u201d<\/p>\n<p>There are fears that, if the forecasts are accurate, more people could be affected than in 2011. Food insecurity is more widespread than in 2011, when the southern and central part of the country were worst hit.<\/p>\n<p>Arif Husain, chief economist and head of the World Food Programme\u2019s vulnerability assessment mapping unit, said: \u201cThe difference is, before we had the drought of 2010, we had a good season, so people had some coping strategies. This time around, the previous rains have been bad, so people are at a lower level of coping.<\/p>\n<p>\u201cThe <a href=\"https:\/\/www.theguardian.com\/global-development\/2011\/jul\/20\/un-declares-famine-somalia\" data-link-name=\"in body link\">last famine was declared in July 2011<\/a>, but the excessive mortality had started to happen in April and May. We are starting in February, so that people can see the urgency of the situation.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.theguardian.com\/global-development\/2013\/dec\/09\/al-shabaab-somalia-exploited-aid-agencies-famine\" data-link-name=\"in body link\">death toll in the 2011 famine was exacerbated by extremist militants from al-Shabaab<\/a>, an Islamist group allied to al-Qaida, which banned food aid deliveries to the areas of south-central Somalia it then controlled.
