Central and southern Somalia has recorded <a href=\"http:\/\/reliefweb.int\/report\/ethiopia\/horn-africa-call-action-february-2017\" data-link-name=\"in body link\">only a third of the rainfall expected<\/a>.<\/p>\n<p>Famine has already been declared in parts of <a href=\"https:\/\/www.theguardian.com\/world\/south-sudan\" data-link-name=\"in body link\">South Sudan<\/a>. War and a collapsing economy have left 100,000 people facing starvation, while <a href=\"http:\/\/www.fao.org\/emergencies\/crisis\/south-sudan\/en\/\" data-link-name=\"in body link\">4.9 million people<\/a>, more than 40% of the population, are considered severely food insecure by the UN.<\/p>\n<p>The UN has warned that Somalia is also on the brink of famine, with 6.2 million people, more than half the country\u2019s population, in urgent need of help.<\/p>\n<p>Somalia\u2019s president, Mohamed Abdullahi \u201cFarmajo\u201d Mohamed, has declared the drought a national disaster and called for urgent assistance. On Tuesday Somalis gathered in the capital, Mogadishu, to pray for rain. Around <a href=\"http:\/\/www.bbc.co.uk\/news\/world-africa-39166746\" data-link-name=\"in body link\">110 people died as a result of hunger<\/a> in the country at the start of this month, and urgent action is needed to stop a repeat of the famine six years ago, which the UN estimates claimed close to 260,000 lives.<\/p>\n<p>In Ethiopia, the current drought hit the country before it could recover from the devastating effect of El Ni\u00f1o in 2015 and 2016, and more than 5.6 million people are in urgent need. Some <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=2&amp;ved=0ahUKEwjqoOGMxdbSAhUIHpAKHa8yBaEQFgggMAE&amp;url=http%3A%2F%2Fwww.unocha.org%2Fcerf%2Fsites%2Fdefault%2Ffiles%2FCERF%2FPR%2520Ethiopia%2520Rapid%2520Response%2520drought.pdf&amp;usg=AFQjCNHTI8VA8Z6IVDvmWFkwlU1HX-CJ6Q&amp;sig2=_0HPoiKJVAHE1BV5Q__rLA&amp;bvm=bv.149397726,d.Y2I&amp;cad=rja\" data-link-name=\"in body link\">$18.5m (\u00a315m) has been released<\/a> (pdf) from the UN\u2019s <a href=\"http:\/\/www.unocha.org\/cerf\/\" data-link-name=\"in body link\">Central Emergency Response Fund<\/a> to provide support to those suffering from hunger, malnutrition and severe water shortages in the worst-hit region.<\/p>\n<p>Stephen O\u2019Brien, the UN\u2019s emergency relief coordinator and under-secretary general for humanitarian affairs, said: \u201cI was recently in Ethiopia\u2019s Somali region, where I saw the devastating impact this drought is having on people\u2019s lives, livestock and livelihoods. We must act. Time lost means lives lost.\u201d<\/p>\n<p>Kenya declared a <a href=\"http:\/\/www.president.go.ke\/2017\/02\/10\/government-declares-drought-a-national-disaster\/\" data-link-name=\"in body link\">national drought emergency<\/a> last month, affecting 23 of its 47 counties. The government has projected that the number of people facing food insecurity will rise from the current 2.7 million to 4 million by April this year.<\/p>\n<p>The UK government has said it will match-fund the first \u00a35m donated by the public to the DEC appeal.<\/p>\n<p>DEC member charities are already working to deliver food, treatment for malnutrition and clean drinking water.<\/p>\n<p>Save the Children said its health and nutrition clinics are reporting \u201call the early warnings signs\u201d of an avoidable catastrophe, with deaths from cholera and acute watery diarrhoea rising sharply.<\/p>\n<p>DEC\u2019s chief executive, Saleh Saeed, said: \u201cHunger on a massive scale is looming. More than 800,000 children under five are severely malnourished. Without urgent treatment, they are at risk of starving.<\/p>\n<p>\u201cUnless we act now the number of deaths will drastically increase. \u201d<\/p>\n<p>ActionAid\u2019s head of humanitarian response, Mike Noyes, said: \u201cThis is yet another urgent wake-up call to the world. The need is huge and countless lives are at stake. People are already dying needlessly.<\/p>\n<p>\u201cToday, children are dying of hunger whilst their mothers watch in despair. The global community cannot stand by and let this continue. He is one of the thousands of Somali children suffering from severe malnutrition.<\/p>\n<p>Nursing Eid in the only stabilisation ward for severely malnourished children in Hargeisa, Najax, his mother, told how they had made the journey from the Daror region of <a href=\"https:\/\/www.theguardian.com\/world\/ethiopia\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Eth<\/a>i<a href=\"https:\/\/www.theguardian.com\/world\/ethiopia\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">opia<\/a>, at least four hours away by car. They had undertaken the trip on foot and with the help of lifts from strangers.<\/p>\n<p>\u201cWe had 100 sheep and goats but everything died. We just didn\u2019t have the means,\u201d Najax said, as other mothers and their children lay on the floor on mattresses.<\/p>\n<p>Her son, who had been suffering from malnutrition-related complications including diarrhoea and had been vomiting, is now slowly recovering after he was brought to Hargeisa general hospital, where he was given a therapeutic milk product designed to treat severe malnutrition.<\/p>\n<p>Dr Ahmed Omar Askar, the hospital director general, said he feared for those who were unable to make it to the small number of clinics.<\/p>\n<p>\u201cHere we have enough supplies for now but the problem is not here, the problem is in the countryside where these children are coming from,\u201d he said. \u201cSome cases are reaching here, from as far away as Ethiopia, but you can imagine the number of children with these problems in the areas hardest hit by drought.\u201d<\/p>\n<p>He added: \u201cThe hospital can receive a few hundred cases, but I think action needs to be taken at a community level for the people in the countryside. It\u2019s not possible to bring everyone to this hospital.
